How to rotate a PDF

No. Rotating only changes how each page is displayed. The page content is untouched and nothing is re-compressed, so quality stays exactly the same.
Can it rotate password-protected PDFs?
Encrypted or password-protected PDFs may not open. If a file can't be read, remove its protection first and try again.
